The Revised Structured English Immersion Models School Year 2019-2020 document per SB1014 has been updated and released by ADE/OELAS.  

Mesa Public Schools will implement the following flexibility for the 2019-2020 school year.  

Grouping exceptions, including SEI Mixed Classrooms, will be reviewed by the Office of English Language Acquisition Services (OELAS) on a case by case basis to ensure the most appropriate educational outcomes for students.  All grouping exception requests must be approved by OELAS prior to implementation and are only valid for the year they are approved.

Elementary SEI Models 2019-2020

ELD Instruction Grades K-6 Elementary

Elementary ELD Instruction - Grades K-5

ELD instruction using the English Language Proficiency (ELP) Standards during two "blocks", totaling 120 daily minutes.

Block 1: 60 minutes of integrated reading, listening and speaking, and vocabulary

Block 2: 60 minutes of integrated writing and grammar 

ELs receive 120 minutes of daily English language development (ELD) instruction that is governed by the language domains and the English Language Proficiency Standards.

 

Elementary ELD Instruction - Grade 6

ELD instruction using the English Language Proficiency (ELP) Standards during two "blocks", totaling 100 daily minutes.

Block 1: 50 minutes of integrated reading, listening and speaking, and vocabulary

Block 2: 50 minutes of integrated writing and grammar 

ELs receive 100 minutes of daily English language development (ELD) instruction that is governed by the language domains and the English Language Proficiency Standards.

Scheduling, Time Blocks, and Student Grouping Elementary

  • Flexibility allows for 120 daily instructional ELD minutes for grades K-5
  • Flexibility allows for 100 daily instructional ELD minutes for grade 6
  • Updated Student Grade Bands (Aligned to the revised ELP Standards)
    • Kindergarten
    • Grade One
    • Grades Two and Three
    • Grades Four and Five
    • Grades Six - Eight
  • ELs must be grouped for the 120 minutes of ELD instruction, separate from their mainstream peers
  • EL instructional minutes are not required to be consecutive, but must be intentional time for ELD instruction
  • Up to 30 minutes of Intervention with non-EL students may count toward the 120-minute requirement
  • ADE recommends that an SEI classroom (120 minutes of ELD instructional minutes) be required if there are more than 20 ELs in a grade band (see grade band above)
    • For example, a certified teacher could pull all of the ELs at a particular grade level for 120 minutes of ELD instruction during the day and then return them to their homeroom for the remainder of the day for instruction with their mainstream peers
  • Use flexibility to integrate your ELs with mainstream students
  • ADE recommends that ELs not be kept all day with EL peers unless it is strategic.  ADE recommends against full-day ELD classrooms. 

Secondary SEI Models 2019-2020

ELD Instruction Grades 7- 8 Secondary

ELD instruction using the English Language Proficiency (ELP) Standards during two "blocks", totaling 100 daily minutes (Course Descriptions)

  • ELD15 Introduction to Integrated English Grammar and Writing I (2 Sem.)
  • ELD16 Introduction to Integrated Reading, Listening and Speaking, and Vocabulary, (2 Sem.)

Prerequisites for ELD15 and ELD16: Primary home language other than English and AZELLA Overall Proficiency Level at Pre-emergent/Emergent/Basic

 

  • ELD25 Intermediate Integrated English Grammar and Writing II (2 Sem.)
  • ELD26 Intermediate Integrated Reading, Listening and Speaking, and Vocabulary (2 Sem.)

Prerequisites for ELD25 and ELD26: Primary home language other than English and AZELLA Overall Proficiency Level at Intermediate  

ELD Instruction Grades 9 - 12

ELD instruction using the English Language Proficiency (ELP) Standards during two "blocks", totaling 100 minutes (Course Descriptions)

  • ELD17 Introduction to Integrated English Grammar and Writing I (2 Sem. - 1 English Credit)
  • ELD18 Introduction to Integrated Reading, Listening and Speaking, and Vocabulary (2 Sem. - 1 Elective Credit)

Prerequisites for ELD17 and ELD18: Primary home language other than English and AZELLA Overall Proficiency Level at Pre-emergent/Emergent/Basic


  • ELD27 Intermediate Integrated English Grammar and Writing II (2 Sem. - 1 English Credit)
  • ELD28 Intermediate Integrated Reading, Listening and Speaking, and Vocabulary (2 Sem. - 1 Elective Credit)

Prerequisites for ELD27 and ELD28: Primary home language other than English and AZELLA Overall Proficiency Level at Intermediate  

Scheduling, Time Blocks, and Student Grouping Secondary

  • Flexibility allows for 100 daily instructional ELD minutes for grades 7 - 12
  • Updated Student Grade Bands (Aligned to the revised ELP Standards)
    • Grades Six - Eight
    • Grades Nine - Twelve
  • ELs must be grouped for the 100 minutes of ELD instruction, separate from their mainstream peers
  • EL instructional minutes are not required to be consecutive, but must be intentional time for ELD instruction
  • ADE recommends that an SEI classroom (100 minutes of ELD instructional minutes) be required if there are more than 20 ELs in a grade band (see grade bands above)

ILLPs 2019-2020

ILLPs Grades K-12 For school sites with 20 or fewer EL students per the revised grade bands

Schools with 20 or fewer ELs in the grade spans below, may provide instruction through the development of Individual Language Learner Plans (ILLPs) created for each EL. Scheduling and time blocks in the ILLPs must meet the requirements of the scheduling and time blocks specified herein for Elementary Schools or Middle and High School as appropriate for each EL.

Schools must consider the most effective program of language instruction for their students. ILLPs may not be the most beneficial option of language instruction for Pre-Emergent and Emergent ELs. Therefore, more than the number of EL students should be factored into decisions of language instructional models.

  • Kindergarten
  • Grade One
  • Grades Two and Three
  • Grades Four and Five
  • Grades Six - Eight
  • Grades Nine  - Twelve 
  • Grades 9-12 (across a 3-grade span)
